Responsible for assisting with the planning, direction or oversight of a business unit, division, department, or an operating unit within an organization with or without reporting staff. Plans and maintains work systems, procedures, and policies that enable and encourage the optimum performance of its people and other resources within the organization. Assists in the establishment and implementation of efficient administrative policies, programs and procedures; develop strategic goals and objectives for area(s) of responsibility in conjunction with strategic direction, mission and goals of business unit or organization. Demonstrated ability to work effectively with both internal and external groups with a cultural, racial and ethnically diverse background; strong commitment to world-class customer service. Recognize emerging trends in area(s) of expertise and prepare for changes that may occur as a result of these trends. Ability to multi-task and/or lead projects to ensure they are completed within timeframe and budget.
Manages the preparation and maintenance of reports necessary to carry out the functions of the department. Prepares periodic reports for management, as necessary or requested, to track strategic goal accomplishment.

Minimum Knowledge and Experience
Associates degree plus three (3) years of related experience. Official transcripts are required.

Essential Duties and Responsibilities
Provides leadership in planning and coordinating the functions of an assigned area related to services for special populations, includes but not limited to disabilities, the disadvantaged, single parent, and adults returning to college. Responsible for budget development and control, program development and evaluation, interpretation and implementation of policies and procedures and ensuring compliance with federally mandated services and programs that are provided. Serves as a liaison with state, federal and private agencies and organizations on matters referring to the needs of special populations. Prepares reports, proposals, and recommendations for overall programs; keeps detailed records of assigned activities. Develops grant applications in conjunction with the Resource Development Office; manages grant activities including budgets, analyzes program effectiveness, accumulates and analyzes data and prepares periodic reports. Develops and maintains a variety of community relations activities, serves as a college liaison with various community outreach organizations and school districts. Works with the educational computer labs division in coordinating the purchase of adaptive technology, software, and hardware used by special populations. Coordinates the college’s response and investigation to any formal discriminatory complaints by students filed to the United States Office of Civil Rights. Teach seminars and other non-credit courses related to department functions, ADA, disability awareness, rehabilitation services, agencies, and local, state and federally funded programs. Coordinates staff training on disability related issues to full-time and adjunct faculty, administrators and professional support staff. Develops staff training materials including handouts, manuals, and media presentations. Must have demonstrated leadership, team building skills, interpersonal skills coupled with strong administrative, and communication skills, both oral and written. Performs other duties as assigned.
